She retired after 34 years with the State of California in various positions and retired as a Contract Manager for the Department of Health Services (DHS). Joyce has received numerous accommodations for her expertise in resolving Medi-Cal Fraud cases. She received the Superior Accomplishment Award with a cash award of $750 from the Department of Health Services, numerous awards from the Department of Justice and U.S. Attorney\u2019s Office, and the Bureau of Medi-Cal Fraud for her expert witness testimony for over 60 Medi-Cal fraud cases.<\/p>\n<p>Joyce has been actively involved with the Asian Pacific Islander Community for over 28 years. She served as Vice President of the Locke Foundation (LF). Her role in the LF is to ensure Locke\u2019s mission to educate the public about Locke\u2019s history and legacy. In 1990 Locke became a National Historic Landmark. She volunteers at the Locke Museum sharing the history of the Chinese immigrants that work the levy roads and farms in the delta area.<\/p>\n<p>In addition, she is currently the treasurer for 3 non-profit organizations &#8211; the Council of Asian Pacific Islander for Advocacy and Leadership (CAPITAL), Asian Resources, Inc. and the Chinese American Council of Sacramento. From 2010 through 2012, she was also the treasurer of the Asian Pacific Rim Foundation overseeing over $140,000 annually for the Pacific Rim Street Fest in Old Sacramento.<\/p>\n<p>She served as President of the Organization of Chinese Americans (OCA) Sacramento from January 2008 \u2013 December 2009, President of the Chinese American Council from January 2006 \u2013 December 2007, and President of the Cerebral Palsy Guild from January 2004- December 2005. Needless to say, she volunteers her time for worthwhile causes and organizations that needs her expertise and services.
